Two international organizations are at odds over Canada's programs for dealing with drug addictions program. While the World Health Organization and most international health authorities support Canada's harm reduction programs, International Narcotics Control Board condemns Canada's approach in its annual report and accuses Canada of violation of international conventions on control.
