Troops clashed Friday with Rwandan Hutu militias with whom they were formerly allied, culminating a week of violence that has forced more than 12,000 people from their homes and prompted the U.N. refugee agency to suspend operations.
The Rwandan Hutu militiamen have been loosely tied to Congo's army for years, so the clashes appeared to mark a turnaround in government policy. Neighboring Rwanda has been calling for the government to confront the militias for years. Officials say the militias are led by commanders who perpetrated Rwanda's 1994 genocide of more than half a million people, mostly Tutsis and moderate Hutus.
