Soldiers' moral responsibility in peace support operations.

When peacekeepers in Srebrenica and Rwanda stepped aside and let thousands of defenseless civilians be killed, questions were raised about whether the soldiers had any responsibility for the deaths. From a legal point of view, it has been argued that what they did was lawful. However, the author argues that peacekeepers are morally responsible for the protection of civilians.
