National sovereignty through decentralization: a community-level approach.

This essay argues that national sovereignty can be enhanced through decentralization. This is the method in which the United States was organized. Decentralization leads to the loyalty of all groups within a state because they feel they are pursuing thier own goals, not having another's will imposed upon them. Decentralization of economic power creates local stability and reduces the contest over resources at the state level.
