Vietnam has failed to police its adoption system, allowing corruption, fraud and baby-selling to flourish, the U.S. Embassy said. Its report describes brokers scouring villages for babies and hospitals selling infants whose mothers cannot pay their bills.
Jonathan Aloisi, deputy chief at the U.S. Embassy in Hanoi, said he was "deeply troubled by the worst of the worst cases." But Vietnam's top adoption official, Vu Duc Long, called it "groundless."
