WASHINGTON - A growing chorus labeled Sen. Hillary Rodham Clinton's proposal for suspending the federal gas tax as ineffective and shortsighted, even as she continued to paint Sen. Barack Obama as insensitive to drivers' woes for refusing to endorse the plan.
