The Philadelphia Gas Works and Philadelphia Water and Sewer Authority are now cheaper compared to the rest of the municipal market than they have been in 12 months, according to a report this week from Prudential Securities Inc.

The finding came from a database that compares a bond's current yield against its average yield over the past year.

But Jenny Stark, head of Pennsylvania trading for Philadelphia- based Janney Montgomery Scott Inc., said it is very difficult to judge whether Philadelphia Gas and Philadelphia Water are underpriced because so few of their bonds are trading in the secondary market.
