Singapore and Libya Friday signed a Memorandum of Understanding (MOU) to promote enterprise development in the two countries. The MOU was inked by the leaders of SPRING Singapore, the enterprise development agency, and the National Economic Development Board of Libya, and was witnessed by Singapore's Trade and Industry Minister Lim Hng Kiang and President of the Ghaddafi International Foundation for Charity Associations Saif Al-Islam Al-Ghaddafi.
