California Gov. Pete Wilson has warned the Metropolitan Water District of Southern California that he is concerned about its attempts to negotiate with other states for the use of Colorado River water.

In a letter released yesterday, Wilson told district chairman Jack Foley that "Metropolitan appears to be usurping the authority of the state of California in dealing independently with Nevada and Arizona."

"If Metropolitan ... continues to pursue its own interests without regard to the legitimate interests of all parties, including the state of California, it will undoubtedly lead to protracted litigation," the governor said in the letter, dated Jan. 24.
