"Everybody expects that there will be an increase in debt issuance," says John Ruiz, senior municipal analyst at Van Kampen American Capital Inc., speaking of San Francisco under Mayor Willie L. Brown Jr.
The former state Assembly speaker - a Democrat who is widely regarded as debt-friendly - took office this month after defeating the incumbent mayor, fellow Democrat Frank Jordan, in a runoff election in December.
Ruiz added: "And we think they have the capacity to handle it."
