So far, it hasn't been easy to find common ground on protection for the greater sage grouse, a unique bird sharing large areas of land with oil and gas production areas in the western Rockies.
But in recent months, part of the debate has shifted toward a goal that both industry advocates and conservationists may agree on: offering enough protection to sage grouse at the state level so an Endangered Species Act (ESA) listing isn't necessary.
