Its ambitions are nothing if not grandiose, but its resources are limited. When the EU's 15 member states and 12 southern Mediterranean governments meet in Barcelona in 27-28 November they will seek to create a new political and economic force in the Mediterranean basin, based on free trade and closer political co-operation.
