Article: Senate still grappling with FY '96 DoD authorization bill.(FY '96 Defense Authorization Bill)

The Senate over the weekend continued debate on the FY '96 Defense Authorization Bill, but made no progress on the legislation. Yesterday, lawmakers were still fighting about several aspects of the bill, particularly missile defense language on which Republicans and Democrats remain very far apart. Some lawmakers, including Senate Armed Services Committee ranking Democrat Sam Nunn (Ga.), have proposed the bill be sent back to conference for further work. However, once legislation passes one congressional chamber, the other cannot send it back to committee on its own. The House on Friday passed the conference report by a vote of 267 to 149.
