Washington, D.C. -- Just two weeks ago, Democratic legend Edward Kennedy was holding court at a surprise birthday party for Rep. Jim Ramstad, a Minnesota Republican who's been working with him for years on landmark mental health legislation.
"He was his usual jovial self, telling jokes, the life of the party," Ramstad recalled.
On Tuesday, Ramstad stood in a somber Republican cloakroom, just off the House floor, taking in the news of the Massachusetts senator's brain cancer, which had precipitated a seizure over the weekend.
