As it stands now, insurers, employers, bureaucrats, researchers, health maintenance organizations, and hospital personnel have greater access to your medical records than you do. Only about half of the states grant people the right to see their own medical records, and those living in the states permitting access report difficulties in receiving copies.

Things could be changed radically by new legislation called the Medical Records Confidentiality Act of 1995, now under consideration by the Senate.
