On 23 May, the upper house of the German Parliament, the Bundesrat, ratified the Lisbon Treaty by a large majority, one month after its adoption by the Bundestag. Fifteen of the sixteen German Lander (states) seated in the Bundesrat thus declared themselves in favour of the EU text. Only Berlin abstained due to the opposition of some members of the extreme left, part of the city's ruling coalition.
