For the past several years in the United States, certified special education teachers have been in short supply. As a result, each year many special education positions remain unfilled or are filled by personnel with probationary or emergency teaching certificates. Estimates completed in 1991 by the Office of Special Education and Rehabilitation Services revealed that 28,000 additional special educators were needed to fill these vacancies and to replace uncertified personnel.
