San Ysidro Health Center, a low-cost health care provider that operates four medical clinics and two dental clinics in South County, is considering a move that would give it control of three downtown community clinics.

The clinics, run by the nonprofit National Medical Association Comprehensive Health Center, or CHC, operate in Bankers Hill, Barrio Logan and Lincoln Park.

Dr. Michael Owens, chief executive and chief medical officer of the CHC, said the health care provider "didn't have the economic wherewithal to compete" with other clinics offering a wider array of services.
