When Saskatchewan voters went to the polls late last fall they were faced with a choice between two divergent visions of the province's future. One was based on the notion of the need for growth and another predicated on the need for a social dividend.

In the run up to the election, the ruling NDP government unveiled plans for a huge drug plan that would tap a large chunk of the revenues flowing into the treasury as resource prices rose. As former premier Lorne Calvert was fond of saying, "you can't have social progress without economic progress" and then added that economic success also must translate into improved social programming.
