'THE United States has not respected its promises. It is inhumane. It is untrustworthy. It is irresponsible." These words were spoken by South Vietnamese president Nguyen Van Thieu in his resignation speech on April 21, 1975. Over the previous seven weeks, the North Vietnamese army had overrun most of his country, in open violation of the 1973 Paris peace agreement. The United States, saddled with an anti-war Congress and a vacillating president, did nothing. Nine days later, Communist forces occupied Saigon, after the few remaining American troops and civilians ignominiously fled.
