The best is not always good enough.
Take, for example, the Arizona Board of Medical Examiners. Although it is known as one of the most aggressive licensing and disciplinary boards in the country (the Federation of State Medical Boards in February ranked it number one in the nation for taking disciplinary actions against physicians), the Arizona board has actually disciplined very few" doctors, according to a 1994 audit.
The state's auditor general found that the board suffers from a 'significant backlog of complaints, takes too long to resolve complaints, does little to investigate complaints and appears to be too lenient with offending doctors."
