Time Warner Cable is getting widely scolded for testing metered Internet (http://www.dailytech.com/Time+Warner+Starts+Metered+Internet+Service+Test+in+Texas/article11965.htm) usage. The fear is that the added charges for large downloads (or uploads) will discourage innovation on the Web, particularly nascent video delivery (http://www.usnews.com/articles/business/your-money/2008/01/16/net-and-tube-a-cool-couple.html) services.
