THE mental health service in Kilkenny and Carlow has developed in a piecemeal fashion over the previous three years and there is no sense of a coherent plan.
That's according to Dr Susan Finnerty, assistant inspector of mental health services, who said the service in both counties required a clear plan as to the future of the service and closure of St. Dympna's Hospital in Carlow town which serves part of County Kilkenny.
