[Video] Germany's upper house of parliament, the Bundesrat, has approved amendments to the system of levies on hardware and blank media. Rather than being fixed by government according to the number of hardware units and the runtime of the blank media concerned--as was the case before--fees will in future be negotiated by collection societies and the manufacturers or importers of the hardware and blank media. They will continue to be collected by appointed industry groups such as music rights society GEMA.
