The New Zealand government would delay for two years adding liquid fuels such as gasoline to a national emissions trading system to cut greenhouse gases because it would add to already rising prices. Under a government-approved plan, all sectors of the economy will face limits on how much greenhouse gases they emit, and pay the cost of breaching them. Companies and government enterprises that exceed their caps can buy pollution credits from companies that fall short of their limits.
