BOCA RATON, Fla.--Feb. 18--The clock is ticking down to May 30, the day IBM will complete its pullout from Boca Raton. Nature abhors a vacuum, and IBM's departure has many wondering what will fill the almost 600 acres and 2 million square feet of office space at Congress Avenue and Yamato Road.
One big problem in the search for a successor is the fact that IBM is not vested. That means that new development, especially if it required a zoning change which almost anything except a carbon copy of IBM will is vulnerable to a battery of state and local traffic, environment and other impact studies.
