After years in the fast lane, California's auto insurance rates are decelerating in a welcome shift for the state's motorists.

Based on the most recent data, California's average auto insurance policy cost $781 in 1994, a 2 percent decrease from the year before, according to a recent report by the National Association of Insurance Commissioners, or NAIC. The decline meant the average policy cost just $30, or 4 percent, more than in 1990, marking a dramatic swing in consumer fortunes.
