New York City and its borough of Manhattan have one of the most congested infrastructures in the world, rivalling some cities in Japan. Consolidated Edison's (Con Edison) conventional methods of maintenance, replacement and rehabilitation of gas mains and services often involve hand excavation. When combined with street opening restrictions and permits, its replacement costs are among the highest in the U.S. For cost effectiveness, Con Edison has found that using no-dig methods can save at least 50 percent or more of the total excavation and restoration costs.
