New Zealand lawmakers rejected calls from companies including BlueScope Steel Ltd. and Rio Tinto Alcan Inc. to amend a proposed emissions-trading program to allow them to compete against less energy-efficient rivals.
A parliamentary committee considering the new rules endorsed the government's plan to apply emission caps to all industry by 2013 based on actual pollution produced. Penalizing polluters only when their energy efficiency was less than world- best practice would have been difficult to administer and would not do enough to slow emissions growth, the committee said today.
