The proposed merger between Delta Air Lines and Northwest Airlines may be the first comprehensive US airline restructuring since United Airlines purchased Pan American's Pacific Division in 1985 in which the international implications of the transaction will garner the most attention from federal regulators.

We are not suggesting that we accept the view that NWA and DL compete on just a handful of direct routes and that therefore merger approval from the US Dept. of Justice will be a slam dunk if it considers only the domestic market.
