There is growing concern among U.S. policymakers and the public about how to increase access to affordable health care and still manage rising costs. A number of proposals in Congress have attempted to aid Americans without adequate health care insurance. The Clinton administration's plan called for a comprehensive managed care plan that would provide universal coverage for all Americans (Bureau of National Affairs, 1993).
