There is growing concern among U.S. policymakers and the public about how to increase access to affordable health care and still manage rising costs. A number of proposals in Congress have attempted to aid Americans without adequate health care insurance. The Clinton administration's plan called for a comprehensive managed care plan that would provide universal coverage for all Americans (Bureau of National Affairs, 1993). This plan required poor Americans to share the costs but would have subsidized families with incomes up to 150 percent of the federal poverty level (Brown, 1994).
