With Springfield's power centers all run by presumably liberal Democrats, consumer organizations had been hoping for big things from lawmakers this spring.

They got a piece of what they wanted from one group often accused of treating consumers like so many chickens to be plucked: hospitals. But the payday-loan industry once again escaped with its annual interest rates of 400%-plus untouched-even as legislators in Ohio voted to limit consumer lenders to a maximum of 28%.
