Article: Intelligence commission's recipe for change introduced in Senate.(Brown Commission on intelligence community reorganization, Intelligence Organization Act of 1996)

Sens. Arlen Specter (R-Pa.) and Robert Kerrey (D-Neb.), co-chairmen of the Senate Permanent Select Committee on Intelligence, introduced legislation on Wednesday to enact the recommendations made by the Brown Commission for reorganizing the intelligence community.

The legislation would amend the National Security Act of 1947 to allow for the appointment of two deputy directors of central intelligence instead of the current one, to strengthen the director of central intelligence's authority in the community at large.
