Why, in a city pocked with potholes, did the city of Eugene spend nearly half a million dollars to repave seemingly smooth Chad Drive?

If it ain't broke, don't fix it, said some. "We've had e-mails saying Chad was smooth, so why not fix Patterson or Harlow or Willamette?" says Eric Johnson, the city's surface operations manager.

Given that two major news organizations, The Register-Guard and KEZI-TV, reside on Chad, some wondered if it wasn't a public relations move by the city to show that it's not just sitting around on its public works posterior.

Though not buying the PR plot, I thought it an odd ...
