Pan Am Railways and Norfolk Southern last month announced plans to implement expanded joint rail service between Albany, N.Y., and the greater Boston area via the "Patriot Corridor" through a 50-50 joint venture, dubbed Pan Am Southern. The move is designed to tap New England's freight market potential as gasoline prices rise. Both parties seek approval from the Surface Transportation Board.
