India's Department of Telecom has reportedly told the Prime Minister's Office (PMO) that its decision not to auction 2G spectrum for new telecom firms was taken to avoid a hike in telecom tariff rates. The new entrants were recently granted pan-India licenses in addition to initial-spectrum for a fee of just $385.84 million, which was fixed in 2001.
