The idea was to engage citizens in the process of designing a new Eugene City Hall, so that when it came time to vote on financing the building, people would feel like partners in its development. But not all engagements end in marriage, and this one is a long way from the altar. It's time to attempt to salvage whatever can be preserved of the energy, momentum and money that has been invested in the project.
