Deteriorating economic conditions in the former Soviet Union have increased the chances that materials used to make nuclear weapons could be stolen, arms control experts and a senator warned yesterday.
Moreover, the internal controls in those countries that in the past were able to secure the nuclear materials, may not be able to contain the increased threat, they said.
