On June 24 the City Council formally evaluated City Manager Michael V. O'Brien. Or did he evaluate them?
Some of the most important steps regarding this piece of business were taken before the councilors did any public commenting. Written comments were due on June 20, four days before the open evaluation. But even before that, the council on June 17 had received from the manager a cover letter that consisted of 13 single-spaced pages. The manager referred to this submission as his self-evaluation.
