Although economy was not his original goal, House Intelligence Committee Chairman Larry Combest (R-Texas) believes his recommendations for reorganizing the U.S. intelligence community could, over the long-term, make the cost of intelligence cheaper.

Combest told reporters Friday he believes that his proposed blueprint for a 21st century intelligence community will make intelligence more efficient, user-oriented and cooperative, while also being more cost-effective.

"If you can create better efficiencies and better effectiveness...I think [the cost of intelligence] might be less in the future," he said.
