PLACER, Masbate, July 15 (PNA) -- President Gloria Macapagal Arroyo on Tuesday afternoon bared another P4 billion financial assistance for the poor that would come from the April to June excess collection on the value added tax (VAT) on oil.
In her opening statement at the joint National Disaster Coordinating Council (NDCC)-Cabinet Group meeting held at the Floro V. Casas Hall of the Celera Inocencio Central School here, the President said that the government's disaster management consists of four phases -- mitigation, preparation, response and rehabilitation.
