COLORADO SPRINGS, Colo.--Apr. 1--It all began with a simple telephone call.
On June 1, 1990, Tim Glenn of Staubach Co. called the Colorado Springs Economic Development Council, seeking information on Colorado Springs for an unnamed client.
The client didn't want to be named just yet, Glenn told the EDC.
Officials from the EDC, the University of Colorado at Colorado Springs and local and state governments would spend hundreds of hours gathering detailed information about the city for Glenn to give his secretive client.
The amount of information was staggering: Glenn still has at least five boxes jammed with documents.
