With Madison's city budget likely to require layoffs and program cuts, as reported in a Tuesday article, perhaps it's time to look outside the box and find alternatives to property taxes as a source of revenue.
Many people come to Madison for work, business or entertainment but do not pay to maintain city services and infrastructure. More than half of jobs here are held by non-residents.
Possible revenue alternatives include the municipal income tax used in Michigan and Ohio to replace property taxes. Congestion tolls like those used in London and Stockholm could be charged at entrances into the city or the county airport, creating revenue from daily commuters and ...
