Algeria, with billions of petro-dollars in its treasury has embarked on a substantial construction programme. It awarded the UAE-based EMAAR
Properties licenses to start the development of a $20bn complex of tourism, infrastructure and healthcare related development projects. These will include a 'Tourism City', a waterfront development, a railway and a hospital.

The Algerian Highway Authority has also awarded a contract worth over $5bn to a Japanese consortium to construct one-third of a 1,200km highway, with six lanes, 20 interchanges, and 14 tunnels.
