All health care insurers would be able to negotiate payment rates directly with hospitals under legislation introduced by New York Governor George Pataki recently.
"New York is one of only two states (Maryland is the other) that still sets reimbursement rates for hospital services," the governor said during his March 20 announcement of the state's Health Care Reform Act of 1996. "Our experience with managed care has shown that competition in the health care system is much more effective in constraining costs than government regulation and control."
