It's a problem in almost every major election: not enough paper ballots for voters who show up at the polls.

Denver-area elections have relied mostly on machines. This year, however, more places are using paper ballots because of concern over e-voting security. So ordering enough paper ballots will be especially important this time around.

Getting it right can be harder than it seems. On Super Tuesday, for example, ballot shortages plagued polling places in California and the Washington, D.C., area.
