All roads lead to Lisbon. There is no appetite whatsoever across Europe to tear up the Lisbon Treaty and start from scratch on a new reform of the rules of the European Union.

Besides, every other EU country is going to ratify it.

In the absence of some miracle elixir to cure the nation of Lisbonitis, a second referendum is inevitable, so the only question is when.

Much and all as there may be wishful thinking of a legislative proposal being drafted, whereby the Dail would ratify the treaty and do away with the need to hold a second referendum, it simply isn't going to happen.
