The foster care system in the United States was designed to provide a short-term safe haven for abused or neglected children--a temporary way station of sorts for kids in crisis en route to a more stable, supportive living situation. But for many children and adolescents in foster care, the short-term solution becomes a long-term saga--with consequences that extend far beyond childhood.
