The man Madison police arrested Wednesday after two days of bomb threats on the Capitol Square had been in jail earlier this month and was found to be mentally incompetent, but the case against him was dismissed and he was released on July 17.

David R. Floyd, 67, who has no permanent address, was arrested Wednesday after construction workers who said they saw him attach a backpack to a tree near the Walgreens store on West Main Street Tuesday saw him return to the Square Thursday on his bicycle.
