THERE has been much activity since the series of terror attacks in Jerusalem and Tel Aviv in February and March: the anti-terrorism summit of chiefs of state, including President Clinton, at Sharm el Sheikh on the Sinai peninsula; strong speeches by Israeli Prime Minister Shimon Peres and a sealing off of Israel in her pre-1967 borders from Palestinian Arabs; sweeps and large-scale arrests by Palestinian Authority police, especially in Gaza.
And yet the almost inevitable outcome is no change at all. Indeed some of the measures being put forward, like the greater information-sharing between Israeli and Palestinian security forces urged by the CIA -- are apt to make ...
